Eligibility
Parental income must not exceed the limits set by the California Department of Education. Parents must be working, enrolled in an accredited school or training program, seeking employment, incapacitated, or homeless.
Written referral from an appropriate legal, medical, or social service agency may establish eligibility under the following conditions:
- children who are receiving child protective services
- children who are at risk of abuse, neglect or exploitation
